A Sacramento police officer has been placed on administrative leave after cell phone footage showed him charging at a pedestrian, throwing him to the ground and punching him several times for what appears to be nothing more than jaywalking. Nandi Cain Jr. was the victim of the assault while the officer is still unidentified.

The passerby who captured the incident on video is a woman named Naomi Montaie and lives in the same apartment complex as Cain.

“I never witnessed anything like that. He just kept hitting him, and kept hitting him, and I was like ‘oh my God…why you hitting him like that? Why you hitting him like that? You need to stop hitting him.’ And he kept hitting him,” Montaie told Fox40.

Cain’s live-in girlfriend, Antoinette Stewart, told the news station that she could imagine him crossing the road to get home from work, but had no idea how that could escalate to what was seen in the video.

Police claim that Cain challenged the officer to a fight, however the footage clearly shows his hands at his side when the officer charged at him.
