The Chicago Housing Authority is scaling back on its controversial program that allowed some low income renters to live in several of Chicago’s priciest downtown high rises.   A 16-year-old girl was killed in a drive-by shooting in Chicago’s West Englewood neighborhood that also left one man wounded early Saturday. Shaquise Buckner was killed in the 7200 black of South Laflin Street around 12:50 a.m., according to authorities.
